Were Waqar Younis and Wasim Akram actually that good?

These guys were known for their swing bowling and especially reverse swing, but I was wondering that now that we know all about the ball tampering that was going on, would they have been as good as they were if they played now? Especially after Sandpapergate, seeing as reverse swing has pretty much disappeared from cricket entirely.

I know there are heaps of other bowlers that this could apply to, but I just thought of these two specifically.

EDIT: I don't really remember ever watching them play (I was born in 1996) so I'm purely going off highlights I've seen and how people talk about them today).
