A popular sentiment I see echoed on this subreddit is that Rohit is a miles better captain than Kohli because muh 4 IPL trophies and a higher win rate as a substitute captain, but this is really a surface level reading into both these topics.
Rohit Sharma's International Record
First of all, whenever Rohit Sharma captains India we play against complete minnows like Sri Lanka and Zimbabwe while resting 3-4 India players at max. So in essence, Rohit Sharma is playing cricket against minnow teams with almost the complete India team + 3-4 players that are on the fringes. These fringe players (Chahar bros, Saini, Sundar, krunal, etc) would get into the first xi of almost every other cricket team and certainly the cricket teams that Rohit Sharma captains against. Even with all this, he still manages only a 9 ish % higher win rate than him in ODI's and T20's combined.

While it is true that Rohit Sharma has won 4 IPL trophies when you look at the bigger picture it isn't like he is the only one who should get credit for this. MI clearly has the IPL's best scouting system, unearthing talents such as the number 1 bowler for India and the 1 one Indian allrounder along with players such as Krunal Pandya, Markhande, Nitish Rana, etc. A team with the 2nd best Indian batsman and best allrounder as well as the best bowler in India + historically a strong overseas contingent (Malinga, pollard, etc) should be in the playoffs in the IPL every year, but there are still years (2016, 18) where they couldn't do it. Furthermore, you look at the Mumbai Indians documentary and it is pretty clear that Jayawardene and even the Ambanis have a bigger role in team affairs than Rohit Sharma, who most of the time is just sitting in the back listening to them passively. Now if you compare this amazing coaching and talented setup to RCB, who until 2015 had a super intrusive owner and has had a coach in Vettori who has never won a tournament in any other team (consistently having his team Brisbane Heat not reach the playoffs in the BBL, compared to Ponting's success with Dehli Capitals and Jayawardne's success in the BPL (playoffs 67% of the time)) not to mention Nehra who is an absolute meme, it's pretty clear the advantage MI have in this department. Only this year has RCB gotten a competent coaching setup in Katich and Hesson and we can see how much that has improved RCB's performances.
