Why don’t India and Pakistan play each other outside of ICC tournaments?

I’ll start by being honest, I have no clue what’s going on politically between the two countries however, I’m assuming it’s the reason they don’t play each other very often.

It feels like a massive loss to cricket that they don’t play each other in bilateral series, particularly that they haven’t played a Test since 2007, could anything be done to change that?

Is it a case of India won’t go to Pakistan, Pakistan won’t go to India? In which case, could they not play in a neutral country? Pakistan played a series against Australia(I think) in England...probably about a decade ago now(fuck I’m getting old) and from what I remember had decent crowds, India-Pakistan would surely sell out any stadium in England and garner a massive tv audience?

I don’t know, it just seems like a massive shame to me that we never get a chance to see one the great rivalries of the cricketing world played in the highest format of the game.(Test Cricket, obviously..)
