The ICC T20 Player Rankings seem a little... off

There are one or two things about the batting and bowling rankings that don’t make sense to me. For instance how Jos Buttler, despite being widely acknowledged as the best batsman in the England t20 setup right now, with England arguably being the best t20 team (should they win the third t20 they will top the rankings), is only ranked 40th on the list of batsman, and 5th among Englishmen. Seems weird.

However the thing that really doesn’t make sense to me is the all-rounder rankings. Are the ICC seriously saying that England, Australia, India, Pakistan, West Indies, Sri Lanka, South Africa and New Zealand have exactly one top 10 all rounder between them (it’s Glenn Maxwell in case you were wondering)? Half of the top 10 don’t even play for full member nations... can anyone explain this?
