In all likelihood the 2020 T20 World Cup will not take place in October this year. A few alternatives are proposed to handle the situation and satisfy all the stakeholders, especially the BCCI.
Cricinfo mentioned some alternatives in a recent article.
I feel all of them pose issues and create a scheduling conflict with existing arrangements.
My proposal would be to shift the 2020 event in Australia to 2021. The event would be held during the same window which was reserved for the 2021 edition in India. The 2021 edition in India should be postponed to early 2024 when the ICC had decided to play their new T20 Champions Cup.
Pros of this arrangement:

BCCI is satisfied as they get the IPL this year and it was reported that BCCI wanted to shelve global events in favour of bilateral cricket.

The 2024 event could be a 20 team event which was being proposed for the 2026 edition.

The awful Champions Cup is shelved and the ICC can look to get cricket in the Olympics for 2028 instead of playing the Champions Cup.

No need to reschedule existing bilateral games due to an extra ICC event in 2022.

The ICC and BCCI had issues related to tax exemptions and this kind of postponement would give them time to sort out the issues.
The smaller boards may be unhappy as the ICC revenue may decrease in the short term and they rely on it heavily. This could be solved with short India tours to these countries. BCCI themselves had suggested such an arrangement for e.g. the proposed tour to SA in August.
